This was a real pain to get rid of. Go for a Spyware Detection Tool right away. Trying to remove the culprit without it proved very frustrating. After I installed the detection tool I ran it and cleaned the drive over and over.

After about the fifth pass I realized that the default scan was only targeting a portion of my drive. Be sure to scan the entire hard drive, registry, temp files, ect. (everything). After each scan and clean I used a file shredder to get rid of the deleted files (not sure if it was necessary, but it worked).
After two full passes of the Spyware detection/clean software it was gone.
I had to manually fix my desktop wallpaper. The trojan that brought the spyware changed my registry values in the keys:HKEY_CURRENT_USER>software>microsoft>>windows >currentversion>policies>system NoDispBackgroundPage and NoDispAppearancePage to 1.
These values need to set to 0 to show all the tabs in the 'Display Properties' window.
