Cannot Re-install _ LiveUpdate Problem

I have uninstalled and tried to re-install Norton Antivirus 2002 (Dell Distribution) on a Dell dimension 2350 XP Home four times. Each time I get a: Unable to install LiveUpdate , when it continues on it gets an error and backs up. I have read everything at symantec and my two main problems seem to be:
1. Cannot delete the file; c:\Documents and Settings\all Usrs\Application Data\software\Symantec\LiveUpdate\settings.liveupd ate. (Path may not be exact), but logged in as all three Administrative Users as well as Administratrator in Safe Mode command Prompt. Access to remove Read Only and deleting are denied.
2. when I try to re-install now I get: Error 1406 (r) could not write value to key HKey_Local_Machine\Software\Symantec\Scriptblockin g. Verify that you have sufficient access to that key or contact your support personnel.
XP Pro has Secedit.exe to restore security to default. I haven't found anything short of formatting and re-installin XP to fix this. Ideas are welcomed,

After reading almost all of the docs at symantec and trying everything I could think of I still cannot install live update with NAV2002 OR Lusetup.exe. with the lusetup.exe, I get: "Install Error: 9 the liveupdate did not install correctly either you do not have the right permissions to install liveupdate or the live update install failed" Brilliant help, and nothing similar at Symantec.. the NISLog says: Error_CoCreate could CoCreate LuProduct Reg Object. Nothing for this at Symantec either.
I am going to delete everything sym in the registry and try again tonight. Ideas today would help greatly!!
